1. NAME:
The organization shall be known as the Asian Pacific Association for Computational Mechanics (APACM) comprising of the National and Regional Associations for Computational Mechanics in Asia-Australia Region.
2. OBJECTIVES:
2.1 To promote, foster and organize various academic, scientific and technical activities related to computational mechanics in Asia-Australia Region.
2.2 To represent the interest of computational mechanics community of Asia-Australia Region as one of the three regions (Europe-Middle East-Africa, the Americas, and Asia-Australia) associated with the International Association for Computational Mechanics (IACM).
2.3 To promote research, practice and academic activities in all areas of computational mechanics in Asia-Australia Region.
2.4 To co-ordinate and disseminate information about conferences, symposia and other technical activities in Asia-Australia Region and to organize Asian Pacific Congress on Computational Mechanics (APCOM).
3. MEMBERSHIP:
Those who belong to the National and Regional Associations for Computational Mechanics and IACM shall be the members of APACM. The benefits of membership include:
- Participation to APACM activities.
- Access to disseminate information about Computational Mechanics activities in Asia-Australia Region and globally.
- Nomination of candidates for IACM and APACM Awards.
- Nomination of candidates for General Council and Executive Council of IACM and APACM.
4. GENERAL COUNCIL AND EXECUTIVE COUNCIL:
The General Council (GC):
4.1 The general policy of APACM shall be determined by GC.
4.2 The meeting of GC will be normally held at the time of APCOM Congress and if necessary through Internet at other times.
4.3 The composition and the number of members of GC shall be determined by the Executive Council (EC). The composition of GC Members will be updated normally by EC at the time of APCOM Congress.
4.4 All National and Regional Associations in Asia-Australia Region will be represented in GC. There shall be at least one member representing each National or Regional Association.
4.5 Members of GC will be nominated by the affiliated associations at their discretion. The list of members will be sent to the Secretary General accompanied by a brief biographical sketch of each member.
4.6 Members of GC will be approved by EC. The criterion for the selection of a member of GC will be the individual’s contribution to the activities of APACM and/or IACM.
4.7 Presidents of the National and Regional Associations affiliated to APACM will be co-opted members of GC during their term of duty.
4.8 The Honorary Members nominated by EC for their long-time services to APACM will automatically be the permanent members of GC. Honorary Members will not be eligible to vote in the case of any amendments to the Constitution.
4.9 The tenure of GC Members will be 3 years from one APCOM Congress to the upcoming APCOM Congress, but they are eligible to be re-elected.
The Executive Council (EC):
4.10 EC through the President will be in charge of managing the activities of APACM.
4.11 The Executive Council consists of (a) EC Members nominated from among GC Members and elected by the current EC, and (b) the current President and the current Secretary General, and (c) the past Presidents and the past Secretary Generals before 2012. The rules for electing EC Members will be determined by EC.
The tenure of these elected EC Members is 3 years from one APCOM Congress to the upcoming APCOM Congress, but they are eligible to be re-elected.
If any GC Member is elected between two consecutive APCOM Congresses as an EC Member, his/her term as the EC Member will finish at the time of the upcoming APCOM Congress, but they are also eligible to be re-elected.
The total number of elected EC Members is limited to 10.
No country or region will have more than 4 out of 10 elected members at any time.
4.12 Both the President and the Secretary General shall be elected by EC from among the members of EC and approved by GC at the time of APCOM Congress or through email.
4.13 The tenures of the President and the Secretary General will be 3 years from one APCOM Congress to the upcoming APCOM Congress. The president is not eligible to be re-elected. The secretary general can be re-elected only once.
If they are elected between two consecutive APCOM Congresses, their terms will terminate at the upcoming APCOM Congress, but they are eligible to be re-elected for another term of 3 years.
The Collaboration with IACM:
4.14 The Vice President of IACM for Asia-Australia Region will become a member of GC and EC at the invitation of EC for the period of his/her term at IACM. He/she will have no voting rights at both GC and EC.
5. COMMITTEES:
5.1 EC is empowered to establish ad hoc committees as it deems appropriate.
5.2 Standing Committees are established for the organization of Asian Pacific Congress on Computational Mechanics (APCOM) and for APACM Awards.
5.3 The rules for these committees will be defined by EC.
5.4 EC will take into account the proper representation of various National and Regional Associations in electing the members of these committees.
6. CONGRESS:
The Asian Pacific Congress on Computational Mechanics (APCOM) will be held every 3 years. The venue will be selected from the applications received from the various National and Regional Associations by the Congress Committee, and the ratification of its decision will be made by EC and GC. Due consideration will be given to the rotation of the venues. The rules for selecting the venue will be determined by EC.
7. AWARDS:
Every 3 years during the APCOM Congress, the APACM Awards will be given to the individuals in recognition of their achievement and contribution in computational mechanics. The awardees will be selected by the Awards Committee, and the ratification of its decision will be made by EC and GC. The definitions of the Awards and the rules for selecting the awardees will be determined by EC.
8. SECRETARIAT:
A secretariat will be established in a country or region within the Asia-Australia Region to carry out the activities of APACM under the direction of the Secretary General.
In order to function efficiently, the Secretariat will be provided with sufficient funds which will be collected as a special levy of 5 % of the total registration fees resulting from organizing APCOM Congresses, APACM Thematic Conferences, APACM Special Interests Conferences, and other Speciality symposia etc. organized by the National and Regional Associations in APACM and sponsored by APACM.
9. BYLAWS AND CHANGES TO THE CONSTITUTION:
9.1 EC may frame and amend bylaws provided the contents of these bylaws do not conflict with the Constitution and at least two-thirds of the members of EC approve them.
9.2 EC can propose changes to the Constitution. Such changes will be subsequently ratified by at least 50% of the members of GC participating in the voting.
